Just listening to Kathy Burke on Richard Herring's RHLSTP podcast from 2018, very briefly mentions going into the Manics TOTP dressing room dressed as Perry - as in Kevin and Perry. She used to go round the studio knocking on people's dressing room doors between scenes. Apparently went up to the Manics door and said "Hello can I come in please? I don't give blow jobs." She's a legend.

Was there a reason she told the Manics she doesn't give blow jobs or was it something she said to everyone?

No idea, she didn't really say much about it other than she used to go off wandering around the dressing rooms.
