I suppose the one time I really had manics goosebumps to the point of tears was when they played Solitude Sometimes Is in Wolverhampton 2011. I love the song, and hadn't seen any setlist spoilers so had no idea it was coming and I was just over the moon. I never thought I'd see it really.

That was a highlight for me too. I never expected it, so it just hit me.

The opening chords and the ending a cappellas of If You Tolerate This. (Someone here said the world stops when Tolerate begins. I agree. It remains suspended when it ends too.)

"Most bands have no respect for us at all" in Askew Road
(Tragic, warm like tears on a cheek)

"So drop your bombs on all I see..." in Solitude Sometimes Is.
(The whole verse and then the chorus too. A rapturous, glorious, poetic high-note, expertly built towards)

"Only sixteen years of age, he said" in 1985
(Really drives home that feeling of lost youth in a yearning, boyish detail.)

"Love built around the sandy beaches..." in The Love of Richard Nixon
(Some ominous, warm, otherworldy shit right there.)

"Maybe at the time it felt like dreaming" in All Feeling No Surface
(Positively stratospheric. Just unbelievable HIGH)

"I want the world to see all the love and security, my childhood dreams" in Rewind The Film
(It's almost not fair. No other singer and no other band would get away with that stuff, but James just fucks EVERYTHING up with that line.)

"I will bring the whole edifice down on their unworthy heads" in Ready For Drowning
(Just fury, somehow lends devine justice to the listener. Also, one of the best lines in any movie.)

"Sun breaks and cloudbursts" in Door To The River
(Simply astonishing)

Obvious, and i've tried to think of different songs but nothing gave me goosebumps more than hearing *libraries gave us power, Then work came and made us free* for the first time.

Still get them if i haven't heard the song for a long time

Especially the solo part from 4:20 to 5:15. My favourite guitar solo by JDB and it fits into the song perfectly.
