The first half or so is great, the second half not so much. I like it more than SATT, but probably a bit less than GT (more inconsistent but better highlights) so probably about 9th or so.

With the title track, I would put it in my top 3, without the title track, it slips down to about 4th/5th.
So, on balance I would probably rank the albums thus: Journal For Plague Lovers Lifeblood Send Away The Tigers Postcards Gold Against The Soul The Holy Bible TIMTTMY EMG KYE GT But I think TGW is better than all of the Manics albums.... very controversial, I know.
