The Manics do not have copyright or artistic ownership of one particular finger picking or strumming pattern, which is all this song has in common with ADFL.

The opening arpeggio does appear to be the same as A Design For Life's, but transposed up 13 semi-tones (C# instead of C).
I'm not sure that would really stand up in court as plagiarism, but yeah, it sounds familiar.
