Only my interpretation but:
A reference to the miners strikes and impending unemployment of the miners meant they had to watch what they spend as it was the end of thier jobs! |

I read somewhere (Everything?) that it referred to working class people being told by the government they needed to save and invest their money and that casual spending wasn't what the economy needed for recovery. Although I don't see how that can make sense.
