Yeah, part of the problem with touting is that there is a market for it. I'm sure most people would prefer not to pay over the odds, but the fact is they
will. Obviously that doesn't mean it's ok for loads of tickets to pop up on ebay for at least 10 times their value, but you can't really ignore the fact that some mug out there is willing to pay that amount if they feel they absolutely have to go to a particular gig.
