Actually they have some vision when they make an album, they follow it and it could happen that a song is good but end as a b-side because it's not fitting the concept. Moreover please don't forget they recorded new songs for b-sides in between two albums (this is a case of Donkeys and Comfort Comes which are better than whole GATS but they didn't exist at the time of GATS recording)
And there's another thing - good example is Comping Up by Suede - commercional songs on album, great moody songs on b-sides (Europe is Our Playground, This Time...)
