I believe (as a lawyer) that action can be taken in terms of a conduct of relevance if not in terms of Criminal Law, at least, in terms of Bankruptcy Law.
So if someone finds a proper police division to refer to, they can collect the names of the people who made the purchases and proceed accordingly.

Hi, you can simply log into your paypal account and go to the transaction and log a claim using the buttons on the screen, you do not need to email paypal. Paypal support told me that the claims remain visible on the account of Amuti.
