Apparently James' conclusion was that that's not likely, so he wrote a song about how it is futile to try and change the world with a song. Originally the song was to be called Composition Rites, Wire wanted to change it because he thought no one would know what the phrase means. I think the Paris etc. stuff is James' grieving that he lost the one thing that he felt was worth striving for (which, as he has later admitted, may be a wee bit over-dramatic). I'm basing this interpretation on various interviews with James over the past few months.
